Gov. Rick Scott praised Pasco County officials and first responders Friday after touring the areas hardest hit by Tropical Storm Debby and said he would seek federal disaster relief for the recovery.
"There was great coordination locally with state agencies, and FEMA was here from day one," Scott said.
If there was one incident that drove home the scope of the disaster, it was Fire Chief Anthony Lopinto's description of firefighters standing in knee-deep water and trying to fight a house fire and avoid alligators.
"I don't know about you, but I don't like being in the water with alligators," Scott said.
Local, state and federal officials began compiling official damage estimates on Friday. Those losses will be considered, along with the overall county population, to determine if the county qualifies for assistance through the Federal Emergency Management Agency.
"It can be problematic, occasionally, if you have an event that's highly localized," Florida Emergency Management Director Bryan Koon said. "It's not going to be a problem in this case. This was a statewide event."
Pasco Emergency Management Director Annette Doying said that 28 government-owned facilities sustained an estimated $4 million in damages from the storm. At least 53 single family homes were damaged, not including mobile homes.
"I suspect we will have lost entire communities," she said. The entourage toured the Seven Springs Travel Park, which was flooded Monday and Tuesday after the Anclote River overflowed its banks. Scott also popped in on some diners at the Susie's Too caf? and drove through the Elfers Parkway neighborhood, which was still too wet to tour by foot.
"This happened Sunday, and to have this much standing water five days later merely hints at what it was like early in the week," Koon said. "We're going to work aggressively to help the residents of Pasco County recover from this event."

Nicholas Latimer of Alfred A. Knopf confirmed her condition on Tuesday hours after celebrity columnist and friend Liz Smith published what appeared to be a memorial for the writer.
Smith told The Associated Press that she had spoken to Ephron's son Tuesday morning and was told that Ephron was dying. She said when she heard that funeral plans had already been arranged, she published the column on the website Women on the Web.
Latimer did not provide any additional information on Ephron's condition.
The 71-year-old Ephron is best known for writing books like "Heartburn" and "Crazy Salad" and for the movies "When Harry Met Sally," ''Sleepless in Seattle" and most recently "Julie & Julia."

Scientists from Nanyang Technological University (NTU) have invented a new toilet system that will turn human waste into electricity and fertilisers and also reduce the amount of water needed for flushing by up to 90 per cent compared to current toilet systems in Singapore.
Dubbed the No-Mix Vacuum Toilet, it has two chambers that separate the liquid and solid wastes. Using vacuum suction technology, such as those used in aircraft lavatories, flushing liquids would now take only 0.2 litres of water while flushing solids require just one litre.
The existing conventional water closet uses about 4 to 6 litres of water per flush. If installed in a public restroom flushed 100 times a day, this next generation toilet system, will save about 160,000 litres in a year enough to fill a small pool 10 x 8 metres x 2m.
The NTU scientists are now looking to carry out trials by installing the toilet prototypes in two NTU restrooms. If all goes well, the world can expect to see and even sit on the new toilet in the next three years.
Associate Professor Wang Jing-Yuan, Director of the Residues and Resource Reclamation Centre (R3C) at NTU who is leading the research project, said that their ultimate aim is not only for the new toilet system to save water, but to have a complete recovery of resources so that none will be wasted in resource-scarce Singapore.
"Having the human waste separated at source and processed on-site would lower costs needed in recovering resources, as treating mixed waste is energy intensive and not cost-effective," Prof Wang said. "With our innovative toilet system, we can use simpler and cheaper methods of harvesting the useful chemicals and even produce fuel and energy from waste."
Aiming to convert all waste to resource, the new toilet system which is part of a project that has received $10 million from Singapore's National Research Foundation's Competitive Research Programme in 2010, will be useful for new housing estates, hotels, resorts, and especially communities not linked to the main sewerage system and so require their own sewerage facilities.
How it works
The No-Mix Vacuum Toilet will divert the liquid waste to a processing facility where components used for fertilisers such as nitrogen, phosphorous and potassium can be recovered.
At the same time, the solid waste will be sent to a bioreactor where it will be digested to release bio-gas which contains methane. Methane is odourless and can be used to replace natural gas used in stoves for cooking. Methane can also be converted to electricity if used to fuel power plants or fuel cells.
'Grey water' (used water from the laundry, shower and kitchen sink) can be released back into the drainage systems without further need for complex waste water treatment, while leftover food wastes can be sent either to the bioreactors or turned into compost and mixed with soil, resulting in a complete recovery of resources.
Assisting Assoc Prof Wang in the project are four other NTU researchers Asst Prof Chang Wei-Chung, Dr Chen Chia-Lung, Dr Apostolos Giannis and Dr Rajinikanth Rajagopal. This next-generation toilet and resource recovery system took the team one and a half years to develop and will be showcased to the industry at the upcoming WasteMET Asia 2012, held from the 1st to 4th July this year at Marina Bay Sands' Sands Expo and Convention Center.
NTU joins global waste-to-energy network
In conjunction with WasteMET Asia 2012, NTU will also be signing a Memorandum of Understanding (MOU) with the Earth Engineering Centre of Columbia University in the US to be part of a global community in waste-to-energy research.
The collaboration paves the way for NTU to join a global network of Waste-to-Energy Research and Technology (WTERT) groups, and the WTERT-Singapore will be the first such regional node in Southeast Asia. Each WTERT group around the world aims to bring together academic, industry and government research groups concerned with sustainable waste management, to share research data and best practices through information disseminated via online web portals, publications and presentations.
Professor Ng Wun Jern, Executive Director of the Nanyang Environment and Water Research Institute (NEWRI), which houses R3C, said: "This partnership is a global step forward for Singapore in advancing the waste management industry towards a resource reclamation industry."
"As part of WTERT, we are able to share our knowledge broadly with the other members in waste reclamation community, and to spread awareness about Singapore's ground breaking research in this area, such as the No-Mix Vacuum Toilet system which R3C has developed," he added.

After 10 years of zooming around the world to cover the ozone, climate, and biodiversity negotiations, I realize the outcome of Rio+20 (and meetings of the like) has been staring me in my face.
It became clear when Rio+20 concluded with much applause, but little else in terms of solid outcomes. Yes, there?s a lukewarm 53-page document titled, ?The Future We Want,? detailing ways to alleviate poverty by ramping up sustainable development globally. Yes, some credit is owed to the negotiators since any agreement is better than none (hey, it?s happened before ? just look at the climate talks in Copenhagen). And yes, it?s clear that thousands of sideline events have helped inspire and prompt awareness and actions from the grassroots to international level.
That said, the upshot is difficult to swallow.
Counting pre-meeting negotiations and other secondary events, Rio+20 took place over 10 days. As an Editor for IISD Reporting Services, which covered the nitty-gritty details of the negotiations, side events and special focus days, such as on business and oceans, I?ve been fine-tuning reports as they come in.
While reading through a ?curtain raiser,? overviewing Rio+20?s history, I guffawed at its title, ?A Brief History of UN Sustainable Development Conferences.? Yes, Rio?s outcome, and perhaps the process itself, seemed implied in that title ? unsustainable development conferences.
One doesn?t have to look far for proof. There?s of course the meeting?s carbon footprint. The UN staff alone generated an estimated 3,600 tons of CO2 ? the same amount of GHGs emitted by 640 cars in one year ? and that?s a small fraction of the 50,000 some-odd attendees.
Then, there?s the weak outcome document that acknowledges the potholed progress made in actualizing sustainable development since the 1992 Earth Summit, but does little to address the 1 billion people still living in extreme poverty and 1.3 billion who don?t have electricity in their homes. Reaffirming old commitments (over and over again) is well and good, but delivering commitments on climate change, water and food scarcity, energy development and voracious natural resource use, would have been well timed and inspirational.
Instead, more ?UN Sustainable Development Conferences? are planned to hammer out the Sustainable Development Goals (SDGs) as promised in the ?Future We Want.? This means the next few years will focus on pinpointing what the SDGs are and how to make good on them.
But, outside the negotiations, progress was made in over 200 commitments by business leaders, including, Microsoft?s promise to begin taxing itself on carbon emissions to go carbon neutral, and the Coca Cola Company?s promise to start recycling water in its plants and improve water efficiency by 20 percent by 2015.?The country of Mozambique launched its Green Economy Road map at Rio+20 as a way to guide socially and ecologically responsible growth despite its newfound oil and gas reserves, and the Sustainable Energy for All Initiative pledge of world-wide access to modern energy, gained momentum.
No, I don?t think anyone expected Rio+20 to be a panacea for the fracture between the social, economic and environmental components of sustainable development. Entrenched problems are hard to repair. But, wouldn?t it have been rousing if, in the words of many participants at the Rio Conventions Pavilion (a Rio+20 sideline event), if the negotiations had taken a break from ?business as usual,? and displayed business as ?un-usual.?

The result of last weekend's run-off, due in an election committee news conference at 3 pm (1300 GMT), will be historic for Egypt and the Middle East. Many think Islamist Mohamed Morsy will become head of state of the biggest Arab nation, reshaping the region after decades of Western-backed military rule, even if the armed forces are not giving up their control just yet.
The Brotherhood may react angrily if it is instead Ahmed Shafik, a former air force commander and Mubarak ally. His victory many Egyptians, and millions across the region, would fear as a mortal blow to last year's Arab Spring revolution, despite his assurances of also wanting an inclusive government.
After an anxious week of street protests at Cairo's Tahrir Square and angry accusations between rivals of subverting the new democracy, the new president will emerge with fewer powers than the candidates, pruned by a first round of voting in May, had expected when the army promised civilian rule from July 1.
The ruling military council, which pushed Mubarak aside to appease the protesters in the streets, has just stripped the post of many powers and dissolved the Brotherhood-led parliament elected in January. Yet the presidency is still a prize, even if the vote will not end the power struggles over Egypt's future.
An Islamist president of Egypt would be a major milestone for the Middle East, near unthinkable 18 months ago. It is far from confirmed. But the military, Brotherhood and other officials gave signs of expecting it will happen.
Brotherhood supporters camped out in Tahrir Square, where the revolution was won, were generally in festive mood, though fear of disappointment still nagged, after decades of rigged elections. In counterpoint, a few thousand rallied on Saturday in a middle-class Cairo suburb to declare support for the army.
Morsy, a 60-year-old, US-educated engineer and political prisoner under Mubarak, declared victory within hours of polls closing last Sunday - a move condemned by the generals. In a sign of continued confidence, he has already met other groups and drafted an accord to form a national coalition government.
His party issued a statement on Saturday saying it had called on "all partners in the nation, from all movements, to take part in this national platform, to guarantee the success of what we have achieved and their active participation in rebuilding the country in the manner it deserves".
One of those involved, Abdel Gelil Mostafa of the reformist National Association for Change, told Reuters on Saturday: "We agreed on a general program, especially for if Morsy won.
"That seems probable. But, we will know tomorrow."
BROTHERHOOD, ARMY TALKS
By contrast supporters of Shafik, 70, who was Mubarak's last prime minister in his final desperate days, kept a low profile, although he did declare publicly on Thursday he was confident.
A victory for Shafik, who won backing in the run-off from many who decided they liked religious rule even less than a candidate drawn from the familiar military establishment, could spark protests from well-organised Islamist movements, which the army and security forces might confront on the streets.
Reformist politician Mohamed ElBaradei said he had been in contact with the army and Morsy's camp to avoid a showdown, but said he was worried that, if Shafik were declared winner, "we are in for a lot of instability and violence ... a major uprising." His comments were carried by CNN on Saturday.
However, there have been indications from senior figures in the Brotherhood and military council that they have prepared for a Morsy presidency in meetings since the election.
While officials deny any negotiation over the long drawn out process of tallying the election results themselves, there would be greater scope for compromise to defuse tension over what many have called the army's "soft coup", against parliament and the powers of the president, if Morsy is made head of state.
The Brotherhood has said it will go on protesting until the military council cancels the dissolution and a decree which gave its legislative powers to itself, the Supreme Council of the Armed Forces (SCAF). But were its candidate to be confirmed in office, then the wary symbiosis between the two old enemies, seen since Mubarak was ousted, may continue in a new form.
It is a collaboration that irks many of the secular liberals who led the first wave of the uprising against Mubarak but found themselves fragmented and eliminated in last month's first round of voting, left with a difficult choice between army and Islam.
MILITARY ROLE
Thousands of Brotherhood supporters were in Tahrir Square again on Saturday, chanting "Victory for Morsy!" and "Morsy, Morsy, Allahu akbar!" (God is greatest), while waving national flags.
"We want the military council to announce the real results without forgery," said Hassan Eissa, 43, an accountant from north of Cairo who was demonstrating on the square.
"They have no right," Eissa said. "Egyptians shouldn't be under any kind of guardianship after the revolution."
The generals, who oversaw Mubarak's departure on February 11, 2011, have repeatedly said, both to Egyptians and to their close US ally, that they will return to barracks and hand over to civilian rule. But they present themselves as guardians of Egypt's security and long-term interests and moved to block the Islamists from taking more than a share of power.
While they have said that inaugurating the new president by July 1 will meet the deadline they set themselves for civilian rule, their moves in the past 10 days to curb the presidency and hang on to a veto over legislation, as well as to claim a role in drafting a new constitution, mean that the process goes on.
Washington and the European Union, both major aid donors, have expressed concern that the military is backtracking. But both also share its anxiety over a sweeping Islamist takeover, worried about Egypt turning anti-Western and reneging on its peace with Israel, and also voicing concern for civil rights.
Violence by hardline Islamists in Tunisia, whose revolt inspired that in Egypt, has troubled many Egyptian liberals.
Key to the transition to democracy will be drafting a constitution. That work has been hostage to partisan wrangling in the now defunct parliament, where one assembly collapsed after complaints it was too Islamist and a second faces a challenge in court on Tuesday that many expect to trigger a clause in the SCAF decree letting it name a new drafting panel.
The Brotherhood has portrayed itself as a modern movement, ready to work with others and willing to respect treaties. Some supporters cite the example of Turkey as a model - a Muslim democracy with a history of military interference in politics, where devout, elected politicians have slowly asserted control.
The bearded, bespectacled Morsy was not a familiar figure to Egyptians. Some ridicule him as the movement's "spare tire"; his campaign began after a more senior leader was barred from the race. Critics say he would be a mere front-man as president, for less visible pillars of the Brotherhood behind the scenes.

The launch of ?Transformers: The Ride ? 3D? at Universal Studios theme park has brought director Michael Bay out and about doing interviews ? and naturally, the questions have turned to Transformers 4, which Bay will be back to direct.
Recent word from the director has pegged the fourth installment as being the opening act of a new storyline ? presumably, a new trilogy. The human cast will largely be replaced with new faces, there will be new robot designs ? and?Transformers 4?will mark Bay?s last film in the franchise; new directorial candidates will be brought in to helm future films.
When Bay spoke to the LA Times, he made sure to also polish the terminology being associated with the fourth film (read: the term ?reboot? (or ?requel?) that has been hanging over it):
?It?s not a reboot??That?s maybe the wrong word. I don?t want to say ?reboot? because then people will think we?re doing a ?Spider-Man? and starting from the beginning. We?re not. We?re taking the story that you?ve seen ? the story we?ve told in three movies already ? and we?re taking it in a new direction. But we?re leaving those three as the history. It all still counts.?
One of those ?differences? could involve going into outer space ? something that hardcore?Transformers fans have long been hoping for:
?That feels like the way to go, doesn?t it? I want to go a little off [the planet] but I don?t want to go too sci-fi. I still want to keep it grounded.?
Transformers fans would love to see the movies explore the planet Cybertron ? or perhaps introduce Unicron, the villainous transforming planet from the 1986 Transformers?animated movie. Unfortunately, from a financial standpoint, making space-based sci-fi Transformers films ? almost entirely with CGI effects ? would be too costly. Hence Bay?s insistence that they will ?keep it grounded.?
?Grounded? also translates to ?human cast,? and Bay made it clear that prior reports of the old guard being out, and new actors being brought onboard, are true:??It?s a new cast??We?re moving on to something different.?
No word yet on who will be in that ?new cast? ? but one final point of interest: apparently Transformers 4?will not be as big budget as Transformers: Dark of the Moon?was. According to Bay, the studio is shaving about ?30 million? from the production budget. We?ll see if that reduction holds as the film actually enters the production process.
At the very least we?ll be done with the misadventures of Sam Witwicky and his live-threatening love drama with impossibly perfect women. The shot of new blood (with some proper casting) and hopefully, that darker, more serious tone we heard about, will all contribute to helping pique the interest of those who have been put off by the series to this point.
